Overview

What is FSSAI Registration?

The Food Safety and Standards Authority of India (FSSAI) is the apex food regulatory body established under the Food Safety and Standards Act, 2006. Any person or entity engaged in the manufacture, processing, storage, distribution, or sale of food products for commercial purposes in India must obtain a valid FSSAI credential before commencing operations.

FSSAI issues a unique 14-digit registration or license number that must be prominently displayed on all food product packaging, invoices, and at the business premises. This number is your proof of compliance with India's food safety regulations.

🍽️ Who Needs FSSAI?

Every food business — regardless of size — requires FSSAI credentials. This includes restaurants, cloud kitchens, tiffin services, home bakers, food manufacturers, importers, exporters, distributors, wholesalers, retailers, e-commerce food platforms, and even canteens in offices and hospitals. The type of registration or license depends on scale of operations and annual turnover.

There are three tiers of FSSAI credentials: Basic Registration for micro/small food businesses, State License for medium-scale operators, and Central License for large food businesses and cross-state/import operations. Choosing the wrong category is a common and costly mistake.

The 3 Categories

FSSAI License Types Explained

The right tier is determined primarily by your annual turnover and the geographic scope of your operations. Here's a clear breakdown of all three categories:

🟢 Tier 1
Basic Registration
Annual Turnover Limit
Up to ₹12 Lakh
  • Petty food businesses & small vendors
  • Home-based food businesses & bakers
  • Temporary stalls & food carts
  • Small restaurants & dhabas
  • Issued by Food Safety Officer
  • No inspection typically required
Govt. Fee
₹100 / year
🟡 Tier 2
State License
Annual Turnover Range
₹12 Lakh – ₹20 Crore
  • Mid-size restaurants & food chains
  • Food manufacturers within one state
  • Retailers, wholesalers & distributors
  • Caterers & food service companies
  • Issued by State Food Safety Authority
  • Premises inspection likely required
Govt. Fee
₹2,000 – ₹5,000 / yr
🔵 Tier 3
Central License
Turnover / Scope Trigger
Above ₹20 Crore or Multi-State
  • Large food manufacturers & FMCG brands
  • Food importers & exporters
  • Businesses operating in multiple states
  • Railways, airports & defence caterers
  • Issued directly by FSSAI HQ (Delhi)
  • Mandatory audit & inspection
Govt. Fee
₹7,500 / year
⚠ Always Choose the Right Category

Operating under a lower license category than you qualify for is a violation — even if unintentional. If your turnover grows beyond the basic threshold, you must upgrade your license at renewal. FSSAI inspectors cross-check GST returns with your declared turnover during audits.

📦 Multi-Premises Rule

Each food business premise requires its own FSSAI registration or license tied to that address. A restaurant chain with 5 outlets needs 5 individual licenses. However, a food manufacturer may cover certain godowns and transport vehicles under their main license — check with your state authority.

Renewal & Ongoing Compliance

Getting licensed is the beginning, not the end. FSSAI compliance is ongoing. Here are the key renewal and compliance obligations every food business must stay on top of:

30 days before expiry
Apply for Renewal
Renewal must be filed on FoSCoS at least 30 days before your license expires. Late renewal attracts ₹100 per day from the expiry date.
Ongoing
Display License at Premises
Your FSSAI certificate must be displayed prominently at the business premises. Print the 14-digit number on all food labels and packaging.
Within 30 days
Notify Changes to FSSAI
Any change in business name, address, food products, or ownership must be reported to FSSAI within 30 days. Failure to update can invalidate your license.
Annual (State/Central)
Annual Return Filing
State and Central license holders must file an annual return (Form D-1) with FSSAI by May 31 each year, detailing food products manufactured and quantity sold.
Ongoing
Food Safety Training
At least one person in every food establishment must be trained in food hygiene and safety. FSSAI's FoSTaC (Food Safety Training & Certification) program is the standard.
On inspection
Maintain Clean Premises
FSSAI officers can conduct surprise inspections. Maintain hygiene logs, pest control records, and temperature monitoring charts at all times.
⚠ Late Renewal Penalty

If you fail to apply for renewal before expiry, FSSAI levies ₹100 per day as a late fee from the expiry date. Operating with an expired FSSAI license is treated as operating without a license — attracting penalties of up to ₹5 lakh and 6 months imprisonment under Section 63 of the FSS Act, 2006.

FAQs

Frequently Asked Questions

Answers to the most common questions from food business owners about FSSAI registration, licensing, and compliance.

  • What is the difference between FSSAI Basic Registration, State License, and Central License? +

Basic Registration is for small food businesses with annual turnover up to ₹12 lakh. State License is for medium food businesses with turnover between ₹12 lakh and ₹20 crore, operating within a single state. Central License is for large food businesses with turnover above ₹20 crore, or those operating in multiple states, or involved in import/export of food products.

  • Is FSSAI registration mandatory for home-based food businesses and cloud kitchens? +

Yes. Any person or entity that manufactures, processes, stores, distributes, or sells food for commercial purposes must obtain FSSAI registration or license. Home-based food businesses and cloud kitchens with turnover up to ₹12 lakh require FSSAI Basic Registration. Those with higher turnover need a State or Central License. Operating without valid FSSAI credentials can attract fines up to ₹5 lakh and imprisonment.

  • How long does it take to get an FSSAI license? +

FSSAI Basic Registration is typically issued within 7 working days. FSSAI State License takes 30–60 days depending on the state authority's workload and whether an inspection is required. FSSAI Central License typically takes 30–60 days. Applications with complete and accurate documentation are processed significantly faster.

  • What is the validity and renewal period for FSSAI licenses? +

FSSAI licenses and registrations are valid for 1 to 5 years, depending on the period chosen at the time of application. Renewal must be applied for at least 30 days before expiry. If renewal is not done on time, a late fee of ₹100 per day is levied. Operating with an expired FSSAI license is treated as operating without a license.

  • Can a food business operate without FSSAI registration while waiting for approval? +

No. You must not commence food business operations without FSSAI registration or license. However, once you apply on the FoSCoS portal, you can reference your application acknowledgment number. The penalty for operating without a valid FSSAI credential is up to ₹5 lakh fine and 6 months imprisonment under the Food Safety and Standards Act, 2006.

  • Does every branch and outlet of my food business need a separate FSSAI license? +

Yes. Each food business premise must have its own FSSAI registration or license tied to that specific address. A central license holder operating multiple manufacturing plants must obtain a separate license for each plant. Retail outlets and restaurants also require individual licenses per location. However, a single State License can cover multiple premises within the same state if applied for under the same FBO entity.

  • What is the FSSAI license fee structure for 2026? +

FSSAI Basic Registration costs ₹100 per year. FSSAI State License fees range from ₹2,000 to ₹5,000 per year depending on the category of food business (manufacturer, retailer, transporter, etc.). FSSAI Central License costs ₹7,500 per year. These are government fees only; professional charges for documentation and filing are separate.

  • What happens if my food business turnover increases beyond my current license category? +

If your annual turnover crosses the threshold for your current license category (e.g., Basic Registration holder exceeds ₹12 lakh, or State License holder exceeds ₹20 crore), you are legally required to upgrade to the appropriate higher license within the next renewal cycle. Continuing to operate under a lower category when ineligible is a compliance violation that can attract penalties during FSSAI inspections.
